Highland Road Closure for Tree Removal

Highland Rd. Closed Monday, Nov. 18

Heads up everyone – on Monday, November 18, tree removal crews will be working along the north side of Highland Road starting at 7:00 a.m. Due to the size of the tree being taken down, a crane will need to be on-site and Public Works staff will be closing the road to allow the contractor adequate room for safe removal. The work is expected to take most of the day and motorists will be re-routed south onto Norfolk Street around the work area (see map). Signs will be placed in the area alerting motorists to the traffic change, which will be complete by or before Monday evening.

Thank you for your patience and understanding!

Active Elk River Fabcon Preview

Active Elk River - Concrete Finish Samples at Multipurpose Facility

Construction of the multipurpose facility has been progressing at an amazing pace. Recently, city staff met on site with 292 Design Group and Wells Concrete representatives to preview samples of the precast concrete finish which will adorn the front of the facility.
Fabcon Precast was selected to provide the primary wall structures to support the facility. Fabcon has a reputation for providing versatile, strong and durable wall panels for both budget-friendly and time-sensitive projects.

Wells Concrete products were selected to add character with value to the facility. Their innovative panels improve the function and design for the multiple uses intended in the building by including integral insulation, reinforced concrete exterior facing, and large window openings. The white precast will be used on both the left and right end of the main front elevation, with the grey being the precast in the center of the front elevation.

The panels utilize an “acid etch” finish which produces a clean and refined finish that accentuates the cement color and aggregate. The panels were crafted with custom form liners, a plastic reusable liner that allows a typical flat concrete wall panel to have interesting patterns and designs cast in the concrete.

The new multipurpose facility, currently under construction on the site of the existing Elk River Arena, is one of several projects that make up the Active Elk River plan. Learn more about the enhancements and facility improvements coming to the city by visiting ActiveElkRiver.com.

Sledding HIll at Lion John Weicht Park

Accessing the Sledding Hill at
Lion John Weicht Park this Winter

Active Elk River improvements are underway at Lion John Weicht Park, making much of the park and trail system inaccessible until construction is completed in the fall of 2020. Good news for those who enjoy the sledding hill at this location however, you can still utilize it this winter! Public Works staff members will keep the southern trail connected to the Boys and Girls Club parking lot off 6th Street (outlined in this map) plowed to allow for parking and easy access to the hill. Lion John Weicht Park’s northern parking lot (near School Street) will not be available, nor will the connecting trails allow users access to the sledding hill from that area.

Enhancements to Lion John Weicht Park are some of many that make up the Active Elk River plan and include two fast-pitch softball fields, modern restrooms, a 100-person pavilion, concessions and expanded parking. Check out renderings and learn about other Active Elk River projects at ActiveElkRiver.com.

Plow Prep for Winter

Preparing Staff and Equipment for Snow Removal Operations

Unlike many cities, Elk River allows residential street parking year round except during a Snow Event.  A Snow Event is declared with a forecast of falling/blowing snow accumulation of 1.5+ inches, and/or freezing rain, sleet, or other winter weather patterns resulting in hazardous roadway conditions. The Snow Event terminates once weather conditions have improved.

During a declared Snow Event, overnight street and city-owned lot parking is prohibited from 2:00 to 6:00 a.m. Plow operators will dispatch police to ticket and tow, per city ordinance, all illegally parked vehicles.

Please note one additional parking restriction. The upper parking lot behind Blue Egg Bakery, Daddy-O’s, Occasional Fling, etc. is a No Parking zone during a Snow Event due to safety concerns with snowpack/ice and the inability to maneuver plow trucks around parked cars.

Dedicated overnight Snow Event parking has expanded from the original 26 spaces along the north side of the King Avenue lot to include the 23 lower lot spaces closest to the Mississippi River behind the aforementioned businesses. Click here for map, and be sure to visit ElkRiverMN.gov/SnowEvent for additional information.

Outdoor Rink Fall Prep 2019

America Recycles Day 2019

Toady is America Recycles Day

Today (November 15) is America Recycles Day, a Keep America Beautiful national initiative dedicated to promoting and celebrating recycling in the United States. The City of Elk River offers several programs that make recycling as convenient as possible in today’s busy world.

Do you find yourself missing collection days, or unsure of what items are recyclable or not? Download the free Recycle Coach app on your Apple or Android device, and customize it according to your specific hauler and collection zone. In just minutes, your personalized garbage and recycling calendar will be equipped to send you weekly collection reminders wherever you are, in whatever format you choose (SMS/voice/email). You’ll also be notified when holidays or inclement weather impact collection schedules.

Another cool feature of Recycle Coach is the 10,000+ item directory full of household items often disposed of improperly. Simply type in the name of the item you’re curious about, the app will either tell you if it’s accepted by your hauler, or give you a list of local vendors who will be happy to take it off your hands. Visit ElkRiverMn.gov/recycling to learn more about Recycle coach, hauler schedules and more.

The city also offers residents a free organics recycling drop off program, with two designated drop off locations at the Elk River Maintenance Facility and City Hall. Utilizing food waste from your home, organics recycling converts material that is otherwise trash into compost which can be used for fertilizer. New organics recycling customers are eligible for a free bin and supply of bags. Check out ElkRiverMN.gov/organicsrecycling for additional information or to sign up.
Santa in the Park 2019

Holiday Fun in Downtown Elk River

Hey Elk River friends! Get into the holiday spirit by joining the free festivities in downtown Elk River on Saturday, December 7 at Rivers Edge Commons Park.

Bring the little ones and grandparents too for fun at the petting zoo from 2:00 to 5:00 p.m., and a little elf told us that Santa and Mrs. Claus will be on-site as well! The Bank of Elk River will take free photos of children on Santa’s lap, and gift bags filled with goodies and coupons from downtown businesses will be available to the first 300 kids in attendance. We welcome you to join in the giving spirit of the season by bringing a new, unwrapped toy for Operation Fill a Fire Truck, the Elk River Fire Department’s annual toy drive.

The Tree Lighting Ceremony will begin at 5:00 p.m., providing a joyous and warm kick-off to the holiday season, no matter what the weather brings. There will be cookies and warm beverages for all as carolers sing holiday classics. Do you know a little one who would like to be selected to light up the Christmas tree with Mayor John Dietz? Children ages 3 to 6 are invited to enter a coloring contest where the winner will be chosen by our City Council to be the one to flip the switch. For more details, visit ElkRiverMN.gov/Santa.

Downtown Elk River is a great place for a stroll while taking in the holiday glow, not to mention lots of options to shop, dine and sip!

Houlton

Proper Uses of WHHCA

Chilly temps haven't deterred people from enjoying one of Elk River's most precious outdoor amenities. As we gear up for a new season, we'd like to once again remind residents of the proper uses of William H. Houlton Conservation Area (WHHCA). WHHCA visitors are encouraged to enjoy unparalleled bird watching, hiking, walking, photography, fishing and hunting (in accordance with state regulations) while also noting the following prohibited actions:

  • No dogs (one exception explained below)
  • No ATV or snowmobiles
  • No bike or horseback riding
  • No camping or camp fires
  • No organized athletic or social events such as a wedding
Retrievers used by waterfowl hunters in season for the express purpose of retrieving downed game serves as the sole exception to the WHHCA dog restriction. Retrievers must be on leash from the parking lot until the hunter reaches the designated waterfowl hunting zone. The purpose of this rule is to prevent dogs from disturbing ground-nesting birds and other wildlife; as well as to ensure quality hunting opportunities for users of the property.

This 338-acre natural oasis was purchased from the Houlton family in 2014 by The Trust for Public Land, which works to conserve land for people to enjoy as parks and other natural places, ensuring livable communities for generations to come. Funding was provided through the Minnesota Outdoor Heritage Fund, and upon acquisition of the land the property was donated to the city. Friends of the Mississippi River has been instrumental in its continued efforts to restore and enhance WHHCA as aligned with their mission to protect, restore, and enhance the Mississippi River and its watershed in the Twin Cities region.

To learn more about WHHCA visit ElkRiverMN.gov/ConservationArea, or other Elk River outdoor amenities please visit ElkRiverMN.gov/ParkDirectory. For more information on Elk River’s controlled archery deer hunts visit ElkRiverMN.gov/2019DeerManagement.
