Reported Cougar Sighting

Resident Alert - Reported Cougar Sighting on West Side of Elk River

The attached images of what appears to be a cougar were captured from a resident’s outdoor security camera recently. The resident lives on the west side of the city near the Mississippi River. Elk River Police have forwarded this information on to local conservation officers, and ask that residents remain aware of their surroundings at all times.

Cougar sightings in Minnesota are rare but not unheard of. If you think you’ve seen a cougar, contact a local wildlife officer or conservation officer with photos or video footage. Click here to learn more about cougars in Minnesota.

Did you know on an average weekday vehicles from 76 of Minnesota's 87 counties travel the Hwy 169 corridor through Elk River? City officials, MnDOT, and Sherburne County staff members are working closely with the project team as the preliminary design phase progresses.

The project team is expecting to have design concepts available for viewing at a public open house in early fall.
Visit ElkRiverMN.gov/169Redefine for more information on MnDOT’s plan to convert Hwy 169 to a freeway through Elk River, and to sign up for Notify Me, the city’s online alert system which sends an email or text message straight to you whenever new information about this project becomes available.

Tall Weeds and Grass

Community Enhancement
Starts with Your Own Home

Elk River residents take great pride in our neighborhoods and community, which is why your City Council has adopted a standard reflecting that pride which in turn promotes healthy, safe, and high quality neighborhoods. A well-maintained property is a valuable asset – it keeps property values high and the integrity of the neighborhoods intact. Elk River’s Code Enforcement Division is responsible for ensuring homeowners are upholding our quality of life standards, and seek to educate residents about some of the most common code violations they see:

  • Tall Weeds/Grass:  As a rule of thumb, don’t let your grass/weeds exceed 8-inches in height. Don’t dump grass clippings, leaves or other vegetative debris into storm drains or catch basins. Keep all shrubs, trees, and ornamental landscaping neat and regularly maintained.
  • General Property Upkeep: Homes, sheds and other structures must be kept in good repair. Peeling paint, rotting wood, broken windows, etc. must be addressed. Fences must be structurally sound, and dead or diseased trees must be removed.
  • Parking/Junk Vehicles: Vehicles, RVs, and trailers may not be parked on a city street for more than 24 hours at a time. They must be parked on approved surfaces (concrete, asphalt, compacted Class 5) and must be legally licensed and operational when stored outside. If inoperable, the item(s) must be removed from the property or kept in a garage.
  • Outside Storage: Do not store lumber, pipes, machinery, household items, etc. alongside your home, shed, garage, or elsewhere even if covered by a tarp.
  • Signs in the Right-of-Way (ROW):  Temporary signs are allowed on private property ONLY. Signs in the ROW (10-feet from the curb typically) will be removed.
  • Snow Removal: Sidewalks must be free of snow and ice within 24 hours of a snow event. When clearing snow from driveways and sidewalks, depositing snow into the street is a violation of state law.

If the city receives a report of a potential code violation or encounters one in the field, a Code Enforcement Officer will visit the property for assessment. If a violation is determined, the homeowner will be given written notice informing them of the infringement, which includes a timeline for correcting the issue. City staff will revisit the property, typically 5-10 days following the written notice, to ensure corrections have been made. To report a potential code violation, visit ElkRiverMN.gov/ReportViolation, or to learn more about Elk River’s Community Enhancement efforts, check out Elk RiverMN.gov/CodeEnforcement

Solicitor with Badge

Solicitor Season is Underway

It’s the time of year where many solicitors start to knock on doors hoping to capture some new business. Elk River requires solicitors be licensed prior to engaging in door-to-door sales, with some exceptions including but not limited to registered nonprofits, religious organizations, and political groups. Licensed solicitors are given a photo ID badge, and are required to carry it on them when going door-to-door, and present it upon request. Failure to do so is a violation of city ordinance and should be reported to Elk River Police immediately. Unfortunately, many residents report unlicensed solicitors significantly after the fact instead of calling 911 immediately following the interaction, which would allow police better opportunity to encounter the person while still in your neighborhood.

Residents should use common sense when engaging in door-to-door sales activity, ask for references, do not allow strangers in your home, and report suspicious activity immediately by calling 911. If you’d like to keep solicitors from knocking on your door, a visible “Peddlers and Solicitors Prohibited” sign must be posted near the main entrance of your home. Click here to view the current list of licensed solicitors in Elk River.
